The G7 nations have expressed concerns about the potential misuse of artificial intelligence (AI) to facilitate “collusion” among AI firms, leading to the sharing of sensitive information or the formation of monopolies. In an effort to protect competition, G7 antitrust authorities have signaled that they may take “vigorous” enforcement actions to address these risks before they become “entrenched or irreversible.”


In an October 4 communiqué following a two-day summit in Rome, the G7 watchdogs emphasized the need to reduce "competitive bottlenecks" that disadvantage new AI entrants. Established firms often gain first access to generative AI tools, data, and specialized chips, giving them a significant competitive advantage. The authorities stressed the importance of ensuring AI is not used for collusion, price control, or the sharing of competitively sensitive information, which could lead to monopolistic behaviors in the industry.


The group, which consists of antitrust authorities from the United States, United Kingdom, Japan, Canada, France, Germany, and Italy, is also focused on preventing AI from being misused in ways that harm copyright, consumer protection, privacy, and data security. The communiqué raised concerns that generative AI systems could under-compensate content creators and innovators, stifling creativity and innovation. The watchdogs also stressed that it is crucial to prevent AI systems from distorting consumer decision-making processes with false or misleading information, as this could erode consumer trust and damage competition.


To combat these challenges, the G7 regulators outlined three key responsibilities: staying updated on AI developments, establishing AI-specific laws, and enhancing international cooperation. They also introduced “guiding principles” to ensure that AI markets remain open and fair. These principles include promoting fair competition, access, choice, interoperability, innovation, transparency, and accountability. The group further highlighted the importance of open technical standards to drive innovation and prevent market concentration, ensuring that consumers and businesses are not locked into closed ecosystems.


The G7, an informal bloc of industrialized democracies, meets annually to discuss global economic governance, international security, and emerging issues like AI markets. The US was represented by the Federal Trade Commission and the Department of Justice at the G7 Competition Summit, hosted by Italy’s Competition Authority.
